Sir,

Enclosure 162

Hong Kong 8/11/02

RECE 217 1149 9 J 07

With reference to the morning of the Typhoon on the 18th of September about 9:30am, I was walking on the Praya. I saw a Chinaman blown into the sea. I then saw Mr Bevan rush to the Praya wall, and then jump into the water. I then ran towards the wharf. About the same time, I saw Mr Hance on the wharf, and with the help of the Indian Constable, we managed to pull the Chinaman and Mr Bevan out of the water and throw them onto the wharf. After great difficulty, we managed to get them both on shore. Then the Chinaman was carried under the shed.

The Chinaman was in a bad condition; he would never have recovered again, but thanks to Mr Hance, who rendered first aid for about twenty minutes, he rallied round, and a little later he was taken away by his friends. I consider Mr Bevan was very lucky in getting back on shore again after his plucky attempts in the water.

I remain,

Joe Ernest Gibson
